Jingsboom I'm not sure what you mean by mitigated. These projects likely come under "consulting" but they're about paying existing developers so they can devote more of their time to improving NetBSD (like the examples in the donation section of https://netbsd.org). The first project would be difficult to replace with work by a group of community members in their free time since it's more about taking responsibility for things than hacking on the OS.
