bsduck I'm late to the party, but maybe this will help someone else.
Do you have the file pciaccess.hsomewhere? The error message is just saying the compiler can't find it.If you installed libpciaccess using the pkgsrc, it will have installed it under /usr/pkg/include, and the Makefile is probably looking for it under /usr/local/include.
This is something I particularly like about pkgsrc: It doesn't use /usr/local, so you can keep your hand-made stuff separate from pkgsrc stuff.
If you don't have pciaccess.h somewhere under /usr/pkg/include, then another possibility is that there is a separate "development' version of libpciaccess that has the include files.
