These are two different things. Maybe not OpenBSD, but FreeBSD and NetBSD very much are general purpose OS, which you can use in many different contexts. Which doesn't mean they're trying to be for everyone.
On the opposite, MacOS is not a general purpose OS, it is designed to work on specific machines only, but it is trying to be for everyone.
