I should thank you all for participating and sharing.
As I understand so far non of you guys have my problem. Memory usage at 99 percent and not coming down at all.
as Dear @pin suggested I went and did a fresh install of daily build iso.
I didn't reply at that time because I was testing and putting system under load. also leaving system under normal load.
after 72hrs of testing I can report that the soaring and fast memory usage is gone. (clearly something was at fault)
leaving system idle won't cause the memory to reach max.
still memory usage undernormal usage (i.e fvwm + terminator + beaver text editor + 2 tabs on firefox) about 3.3GB is high in my opinion but it is not like before.

right now in ideal ntpd
takes more memory than it should. may be htop
reports it wrong.
still killing programs won't give the memory back. like killing firefox
with the highest memory usage only give 400mb back to the memory pool.
and @Jay comparing to your system mine is doing something wrong, very wrong in fact.
the only thing I can think of and that can cause this much memory usage is at the end of NetBSD installation.
the last screen where you go and set your root password, time ... .
there are 2 options at the end. one was about encryption and the other .... ( help me please, I can't recall)
they were ON by default and I didn't touch them. Could that be it? ..........
