The update and upgrade process tripped 5 errors, for me.

pkg_install warnings: 0, errors: 5

pkg_add: no pkg found for 'py313-libxml2>=2.10.4nb4', sorry.

pkg_add: itstool-2.0.7nb5: expected dependency py313-libxml2>=2.10.4nb4 still missing

pkg_add: yelp-tools-42.1nb6: expected dependency itstool-[0-9]* still missing

Some 4 hours later, I attempted the upgrade step again and saw three more errors.

Rolling my own package in /usr/pkgsrc has eliminated seven errors.

The one package that remains unfixed is `intlfonts-1.2.1nb6' and has the follwing issue

These errors (the first line, and what follows) are returned by type1inst and mkfontdir respectively, after invoking pkgtasks/fonts.mk. Do they appear when you install the package from source? Can you try to manually run mkfontdir on $PREFIX/share/fonts/X11/intlfonts and update the font database with fc-cache and see what happens?
